El precio de los alquileres en Barcelona ha crecido un 25,7% en 2022, hasta los 19,3 euros por metro cuadrado al mes, seg\u00fan comunic\u00f3 Idealista este jueves 29 de diciembre. Todos los distritos barceloneses registran precios m\u00e1s altos que hace un a\u00f1o, y la mayor subida se ha producido en Sarri\u00e0-Sant Gervasi, donde las expectativas de los propietarios se han incrementado en un 29%, seguido del Eixample (28,7%), Sant Mart\u00ed (28,2%) y Ciutat Vella (22,5%). Por distritos, los mayores precios son en Ciutat Vella (22,8 euros por metro cuadrado al mes) y Sarri\u00e0-Sant Gervasi (20,7 euros), mientras que los m\u00e1s baratos son en Nou Barris (13,4 euros) y Sant Andreu (14,1 euros).<\/p>\n\n\n\n<p>En la cl\u00e1sica competencia que enfrenta Madrid y Barcelona por liderar los cambios sociales, en el \u00e1mbito del coliving hay unanimidad: arrasa la capital del Estado. \u201cEn Madrid se est\u00e1n promoviendo grandes complejos, de m\u00e1s de mil habitaciones con todo tipo de servicios, mientras que en Barcelona la legislaci\u00f3n solo permite tener pisos compartidos, aunque les llamemos coliving\u201d, resume Stefano Somoggi, director de residencial flexible de CBRE.<\/p>\n\n\n\n<p>Se da la paradoja de que Catalunya fue pionera en la regulaci\u00f3n del coliving en 2020 \u201cpara dar respuesta a la demanda de vivienda con elementos de uso compartido\u201d seg\u00fan afirm\u00f3 entonces el decreto de la Generalitat. \u201cPero la obligaci\u00f3n del Ayuntamiento de Barcelona de destinar el 30% de las nuevas promociones a vivienda social y las limitaciones a la densidad de viviendas en cada solar, que no se aumentan aunque se hagan viviendas m\u00e1s peque\u00f1as, ha hecho que de hecho no se haya hecho ninguno\u201d, se\u00f1ala Marc Torrent, director general de l\u2019Associaci\u00f3 de Promotors i Constructors d\u2019Edificis de Catalunya.<\/p>\n\n\n\n<p>Tampoco es posible construirlos en suelo terciario, ya que \u201csigue vigente la moratoria del Plan Especial Urban\u00edstico de Alojamientos Tur\u00edsticos (Peuat)\u201d recuerda Esteve Almirall, de Node. Tampoco pueden transformar edificios ya existentes porque tambi\u00e9n les afecta la cesi\u00f3n del 30% a VPO, por lo que \u201csolo tenemos edificios de pisos de alquiler convencional, que alquilamos por habitaciones\u201d, y que ofrecen por tanto pocos servicios comunitarios, apenas en bajos y azoteas. \u201cEs una pena porque tenemos una gran demanda. La ciudad se est\u00e1 quedando atr\u00e1s\u201d, se\u00f1ala Almirall.<\/p>\n\n\n\n<p>Madrid actualiz\u00f3 en noviembre su Plan General de Ordenaci\u00f3n Urbana (PGOU) para \u201cgenerar m\u00e1s vivienda en el centro de Madrid\u201d, con medidas como que terrazas, balcones, trasteros o cuartos de instalaciones no computen para la edificaci\u00f3n. Adem\u00e1s, el ayuntamiento ha introducido en el PGOU la categor\u00eda de residencia compartida o coliving, con espacios privativos de 15m2en habitaciones individuales o de 10m2por persona en las m\u00faltiples, con gran dotaci\u00f3n de espacios comunes. La otra categor\u00eda, viviendas colectivas o cohousing, deben tener una superficie m\u00ednima de 30 m2con participaci\u00f3n en zonas comunes que eleve la superficie total a 40 m2.Adem\u00e1s, se permite construirlas en suelo dotacional, dirigidas a colectivos con necesidades espec\u00edficas.<\/p>\n\n\n\n<p>El Ayuntamiento de Barcelona tambi\u00e9n modific\u00f3 su Plan General Metropolitano en diciembre para regular los \u201calojamientos dotacionales\u201d, los que se pueden construir en suelo de equipamiento, que tambi\u00e9n habr\u00e1n de destinarse a colectivos muy limitados. Si los promueven operadores privados, la administraci\u00f3n tendr\u00e1 derecho de tanteo y retracto indefinido para comprarlo cuando los vendan.<\/p>\n\n\n\n<p>La superficie m\u00e1xima que podr\u00e1n promover operadores privados ser\u00e1 de 99.640 m\u00b2, pero distribuida por distritos: desde los 15.670 m2de Sarri\u00e0-Sant Gervasi a 5,643 m2en Sant Andreu. El PGM prev\u00e9 que una ordenanza municipal regule el c\u00e1lculo y actualizaci\u00f3n de la renta, tambi\u00e9n cuando los promotores sean privados, as\u00ed como los criterios de selecci\u00f3n de los usuarios de los equipamientos.<\/p>\n\n\n\n<p>\u201cEs una regulaci\u00f3n muy restrictiva, que frena al sector porque la ciudad de Barcelona es donde tienen m\u00e1s sentido estos alojamientos\u201d reconoci\u00f3 Torrent.
